Repairs faulty furnaces and leaking roofs; installs insulation, energy-efficient windows and weather stripping. Helps find reputable contractors. Arranges to address other causes of high utility costs and poor heating. Niagara County residents who are 60 or older, are current with their taxes, and are eligible for HEAP, are eligible. WRAP staff will determine eligibility if the client has not applied for HEAP.
